The RFP Responses Are In — and They All Look Adequate
Five responses to your overseas colocation RFP are sitting on your desk. Your technical export team needs racks in a target region in Southeast Asia, and the requirements are clear: a defined number of cabinets, a minimum power density per rack, specific carrier cross-connect options, and a list of required compliance certifications. You have the checklist. The vendors have responded.
On the surface, the responses are reassuring. Every proposal says “supports the required power density,” “provides multi-carrier access,” and “holds ISO 27001.” But you are the international infrastructure procurement lead, and you know that the space between a proposal promise and a delivered cabinet is where the real work happens.
One detail catches your eye. Three vendors claim they can meet the 8 kW per rack requirement. But when you flip to the appendix, the first vendor lists a standard configuration of single-circuit 5 kW and only references 8 kW under “custom solution.” The second vendor pledges 8 kW but provides no data on the facility’s current total power capacity or remaining allocable capacity. The third vendor, under carrier access, writes “supports major carriers” without naming a single one, let alone describing the cross-connect location or the path from the meet-me room to your cage.
This is not a failure of the RFP process. It is the normal gap between a proposal written to win and a facility that must deliver. The question is not which vendor wrote the best cover letter. The question is whether you can isolate the three dimensions — specification, network, and compliance — and verify each one independently before making a recommendation.
Why Composite Signals Mislead
The most dangerous moment in an RFP evaluation is not when a vendor clearly fails to meet requirements. It is when all the responses appear to meet them. Three cognitive patterns make this especially risky in cross-border colocation procurement:
The “composite promise” trap. A vendor writes a cover letter stating they will provide “Tier III comprehensive colocation services for your team.” The buyer unconsciously assumes that power, network, and compliance are all at Tier III standard. But Tier III is a facility-level design certification. It does not equal “every rack delivers your required power density” or “your specific carriers are connected and available.” The composite promise creates a halo effect that obscures individual gaps.
The “brand extrapolation” trap. A vendor is a globally recognized IDC operator with an excellent reputation in its home market. The buyer assumes the overseas facility operates at the same standard. But in a different country, the same brand may operate facilities of different vintage, with different local teams and different levels of investment. Home-market reputation does not travel across borders as a spec sheet.
The “responsiveness as readiness” trap. One vendor replies to every email faster than the others, sends the most polished proposal, and includes a detailed Q&A appendix. The buyer interprets this as a signal of operational capability. But a responsive sales team and a capable operations team are not the same thing. Communication speed during the RFP correlates with nothing except the sales team’s bandwidth.
Evidence to Verify Before You Commit
Six dimensions require independent verification. They should not be evaluated in a single composite score — they should be split into separate streams and tracked in parallel.
Rack specification and power density. For every cabinet type in the proposal, record the actual power configuration: single-feed or dual-feed? Rated power? Net usable power after redundancy? What is the facility’s total power capacity and current allocation? How much notice is required for expansion? Build a standardized comparison table. Do not let any vendor substitute “customizable” for a specific number.
SLA enforceability. A proposal that says “the stated availability target availability” means nothing without measurement definitions. Where is the measurement point for power availability? What is the measurement period? For network availability, what is the testing methodology? What are the compensation calculation, trigger conditions, caps, and exclusions for SLA breach? A common trap is a proposal quoting the stated availability target while the standard service contract defines much weaker measurement and compensation terms.
Carrier access and cross-connect. Require each vendor to list the specific carriers currently connected, not “major carriers supported.” Describe the cross-connect location within the facility, the cross-connect fee structure, and the process and timeline for adding a new carrier. If your workload requires access to a local internet exchange or a cloud provider’s dedicated interconnect point, verify each one by name.
Compliance certification scope and validity. ISO 27001, SOC 2, and PCI DSS are not binary — they have specific scope boundaries and expiration dates. Request scanned copies of certificates and verify the covered facility address, service scope, certifying body, and validity period. A parent company holding ISO 27001 in Europe does not mean a specific Southeast Asian facility is covered.
Contract lock-in and expansion windows. Check minimum contract term, early termination clauses, and penalty calculation methods. At the same time, confirm the notice period and expansion window for adding racks: does the facility have enough remaining space for your projected growth? How many days’ notice is required? Will additional racks maintain the same unit pricing and SLA terms?
Exit terms and data migration. After contract termination, what is the timeline for equipment removal? How is data sanitization performed and certified? Are there any vendor lien or data migration restriction clauses? These are the terms most easily overlooked during the RFP but the highest-risk items when the relationship ends.
The Human Next Step
Once the evidence is collected, move through three decision stages:
First, assign specification, network, and compliance to three separate owners who work in parallel. Do not let one person evaluate all three dimensions and produce a composite score. Assign an infrastructure engineer to specification verification, a network architect to carrier access confirmation, and a compliance specialist to certification review. Each stream produces a verdict: pass, fail, or conditional pass. No “composite score of 8.5.”
Second, for every gap found in any verification stream, require a written remediation plan with a date. If a vendor falls short on power density, demand written confirmation of the custom solution’s delivery date, additional cost, and SLA commitment. If carrier access is incomplete, demand written confirmation of the timeline and cost to add the missing carriers. Verbal promises at this stage carry zero evidentiary weight.
Third, compare and rank only after all three streams are complete. The ranking criterion is not “whose composite promise was most comprehensive” but “who provided the most reliable written evidence in every dimension.” A vendor with specific, documented answers in all six dimensions is a stronger candidate than a vendor who is outstanding in three dimensions but vague in the other three.
What RFP Responses Cannot Confirm
Proposal language — especially words like “supports,” “capable of,” and “can provide” — is not delivery evidence. The following cannot be inferred from RFP responses alone:
- The facility’s current actual remaining power capacity
- Whether carrier access is already provisioned and operational
- Whether compliance certifications cover your specific facility and service scope
- Whether expansion commitments carry corresponding SLA protection in the contract
- Whether exit terms allow penalty-free data migration
- Whether home-market reputation translates to overseas facility capability
Every item requires independent written evidence. Until that evidence is in hand, accepting any vendor’s “best-looking composite promise” without item-by-item verification is the single most avoidable mistake in overseas colocation RFP evaluation.
